From 2023, it is mandatory to wear a helmet on a moped (25km/h). This eliminates the biggest advantage of a moped and you have the same helmet obligation as a moped/scooter (45km/h). You don't have to sell or get rid of your moped scooter! You can have it upgraded and re-inspected to a moped. So you can have your moped/moped scooter re-inspected from a blue license plate to a yellow license plate.
This can be done from January 1, 2023, at an RDW-recognized holder (such as Jos Dijkman). Everything will be arranged for you there and you can have your moped re-inspected via Jos Dijkman.

How can I re-inspect a moped scooter to a moped scooter?
If you want to convert a moped scooter to a moped scooter, you must first make some adjustments.
- Upgrading the scooter to 45km/h.
- Re-inspecting and applying for a yellow license plate
- Informing the insurance company about the change.
For the re-inspection you need the following information:
- The brand of the scooter
- The model
- License plate
- The vehicle identification number (or frame number)
- The type approval number (found on the registration certificate)
If there is no type approval number on the registration certificate? Then the re-inspection can only be done by the RDW itself.
Upgrading/Converting a moped to 45km/h
Converting your moped scooter to a moped scooter. This means that the maximum speed of the moped scooter has to be increased from 25 to 45 km/h.
You can do this yourself with the right parts or have it done by Jos Dijkman. When upgrading or converting we always take into account safety and stability. Most scooters are built to go faster than the maximum allowed speed and are later limited. Therefore, usually, no adjustments are needed for safety and stability.
When the upgrading is successful, we can re-inspect your moped.
The re-inspection of the moped / moped scooter
You can have the moped re-inspected to a moped (after upgrading) at the RDW or at an RDW-recognized holder. The latter is easiest for you. You do not have to make an appointment at the RDW for this. The re-inspection can be done immediately after upgrading.
During the inspection, the maximum speed and noise level are measured. Does your scooter meet the requirements to be re-inspected? Then we will report this to the RDW after the inspection. Then you will receive a new registration certificate 5 working days after registration with the RDW. Then you replace your blue license plate with a yellow license plate. We can also arrange this for you through an RDW-approved license plate manufacturer.
The only thing you need to do after the inspection is to inform the insurance company where you are insured. Your premium will not change. However, it is important that they are aware of the change!
What does re-inspection moped / moped scooter cost?
The re-inspection of your moped or moped scooter costs €99,95. These are the costs for the inspection and notifying the RDW.
The costs for a new license plate and the possible upgrading of your scooter are not included.

Requirements of a moped
When we are done with your 25km/h moped re-inspection, you have a moped. Therefore you must also comply with the rules for a moped.
In principle, there is not much difference. However, you must abide by the traffic rules for a moped.
In addition, it is mandatory to replace your blue license plate with a yellow license plate
